The Local Transport Plan (NVP) is a planning instrument used by the city of Berlin to ensure the quality, accessibility and future-proofing of its public transport system.
It defines standards for the scope, quality, and development of all modes (S-Bahn, U-Bahn, tram, bus, ferry, and regional rail) in the city.
The NVP focuses on expanding services, improving their quality and integrating different transport modes. It sets minimum service levels and defines long-term goals up to 2035, including infrastructure expansion, fleet modernisation and the transition to emission-free buses by 2030.
It also allows for the adaptation to ever-evolving mobility needs and supports the objectives of the Mobility Act by aiming to increase the modal share of public transport.
