User Engagement Plan

It's essential to work with communities to develop new inclusive shared mobility services.

This page provides a template and guide for writing an inclusive user engagement plan, developed by SMALL for use in 11 pilot engagements in 7 municipalities

SMALL's approach to user co-creation

Co-creation, in the case of the SMALL project, is an approach that enables its organisers to better understand the needs of end users and involve them, to a defined degree, in the creation of the mobility solutions. Managing co creation requires dedicated preparation, time, and inclusivity, hence the relevance of creating a user engagement plan.

The user engagement plan should structure the questions related “why, what, who, when and how” to create a clear and meaningful co-creation approach. It defines the decision-making power of the different stakeholders and provides clear objectives and timelines.

About the Engagement Plan Tool

The user engagement plan has been developed for use in the SMALL project. In total, it will be used 11 times in 7 municipalities across the project.

It is composed of two materials that you can freely access:

  • A powerpoint presentation that will guide you in the strategising of your co creation process
  • A Miro Board to plan your co creation timeline and get inspired with co creation formats

Thinking about the negotiables and non-negotiables at the start is valuable. This allows us to be more focussed during co-creation. We were inspired by the catalogue of co-creation activities. – City of Amsterdam

“It helped us to take a step back and get a clear overview of where we are at and what we need to do or decide to be able to take a next step in the pilot deployment.” – Mpact

“The template was useful to write down our ideas to have a better and clearer overview. – Brest Metropole
